Hai Phong focuses on developing economic zones and industrial parks

From only 3 industrial parks (IPs) established in the first phase, up to now, Hai Phong has 14 IPs with synchronous investment in technical infrastructure with an area of 6,080.21 hectares, creating an industrial production land fund of 4,028.46 hectares.

In 1993, the Prime Minister issued Decision No. 358/TTg to establish the Hai Phong City Export Processing Zone Authority. In the period from 1993 to 2007, there were only 3 industrial parks in the city: Do Son-Hai Phong; Nomura-Hai Phong; and Dinh Vu.


In 2008, the Prime Minister allowed Hai Phong to establish the Dinh Vu - Cat Hai Economic Zone to deploy new mechanisms and policies to attract investors and large corporations around the world. On September 19, 2008, the Hai Phong Economic Zone Management Board (HEZA) was established. In the period 2008 - 2013, Hai Phong established 6 more industrial parks (4 industrial parks in the economic zone) with an area of 2,946.66 hectares, and an industrial land area of 1,798.05 hectares, reaching an occupancy rate of about 83%.


Next, in the period from 2014 to 2020, Hai Phong established 3 more industrial parks. However, in the period 2015-2020, no more industrial parks were established, it was not until 2021, with the drastic intervention of HEZA and the direction of the Hai Phong City People's Committee, has established 2 more industrial parks (Xuan Cau and Tien Thanh, with a total area of 1,162.46 hectares) and is implementing support and compensation for site clearance.


After 30 years, Hai Phong has 14 industrial parks established, with synchronous investment in technical infrastructure with an area of 6,080.21 hectares, creating an industrial production land fund of 4,028.46 hectares. Dinh Vu - Cat Hai Economic Zone has been invested in building complete and synchronous infrastructure, promoting efficiency, and achieving high results compared to set goals. Currently, the occupancy rate of industrial parks reaches 63.8%.


The city has prepared for a new period of industrial development until 2050. Accordingly, Hai Phong plans 25 industrial parks with a total maximum area of 15,777 hectares (including 14 established industrial parks with 6,080.21 hectares, accounting for 38.5% of the area of industrial parks planned in the future); Implement the establishment of a new economic zone in the south of Hai Phong, expected to be about 20,000 hectares.


Cumulatively to date, Hai Phong's industrial parks and economic zones have attracted 708 projects with a total investment capital of $38.1 billion. Of which, the total registered investment capital in the period 1993 - 2007 reached $1.47 billion; period 2008 - 2023 reached about $36 billion, average annual registered capital is about $2.33 billion/year. (This average annual capital is 1.6 times the total registered investment capital in the period 1993 - 2007).


In particular, the total registered investment capital from 2020 to present is about $10.3 billion, accounting for 27.2% of the total registered investment capital for 30 years to attract investment in economic zones and industrial parks; over 80% of the investment attraction target for the 2020-2025 period. The average investment rate in industrial parks and economic zones reaches $12 million/ha; reached $56 million/project.
