Nearly 860,000 Vietnamese workers went abroad to work in the past 6 years

During 2017 - 2023, labor migration continues to be the main form of migration in Vietnam with nearly 860,000 workers going to work abroad under contracts, equivalent to more than 100,000 people/year, most concentrated in Japan, Taiwan (China), and South Korea.


On the morning of October 29, in Hanoi, the Ministry of Foreign Affairs coordinated with the International Organization for Migration (IOM) to announce the Vietnam Migration Profile 2023.

According to the records, from 2017 to 2023, labor migration continued to be the main form of migration in Vietnam. Nearly 860,000 workers went to work abroad under contracts, equivalent to more than 100,000 people/year, most concentrated in Japan, Taiwan (China), and South Korea.


Migration to study abroad has also increased at a similar rate. Although there are no exact figures yet, the estimated number is currently over 250,000 people, mainly in Korea, Japan, Australia, the United States, Taiwan (China), Canada, China, the United Kingdom, and Germany.


The profile also shows that the proportion of Vietnamese female migrants is rising. In addition, the flow of foreign migration into Vietnam is also relatively diverse, most notably labor migration with 475,198 foreigners granted work permits from 2017 to 2022.


Notably, Vietnam is currently not only a country of origin (country of emigration) but also a receiving country and a transit country for migration. Therefore, it is necessary to periodically assess the migration flows of Vietnamese citizens abroad and the migration flows of foreigners into Vietnam, helping to promptly identify evidence-based policy issues to improve migration policies and laws to keep up with practical requirements. This is also the goal of the Vietnam Migration Profile 2023, which has been officially announced.


However, experts said that the data from the Vietnam Migration Profile 2023 has shown several challenges that Vietnam is facing, such as ensuring safe migration, preventing illegal migration and human trafficking across borders, reducing vulnerability, protecting the rights and legitimate interests of migrants in the face of the alarming situation of online fraud involving "easy jobs with high salaries" that force migrants to work illegally, and human trafficking to force them to commit crimes at casinos and online gaming businesses in the region.


Notably, the “brain drain” and new challenges posed by the development of artificial intelligence that begins to replace low-skilled human resources are also issues that need continued attention.


Although there are no official figures, it is estimated that 70 - 80% of self-funded international students do not return home after completing their studies, but stay abroad to work with higher income and better benefits.


The report recommends that the Government needs to have synchronous and breakthrough solutions to minimize this situation. At the same time, challenges into opportunities when a new concept of "brain mobility" has been formed, helping migrants to still be able to participate and contribute in different forms without necessarily having to return to their home country.


The Vietnam Migration Profile 2023 was compiled by the Consular Department (Ministry of Foreign Affairs) with the participation of agencies, within the framework of the Project "Supporting evidence-based policies and programs in the context of cross-border migration in Vietnam" jointly implemented by the Ministry of Foreign Affairs and IOM with funding from the IOM Development Fund (IDF) to synthesize and analyze the migration flows of Vietnamese citizens abroad, the migration flows of foreigners into Vietnam and policies and laws related to migration in the period 2017 - 2023.
